Qiang Duan is an associate professor of information sciences and technology at the Pennsylvania State University Abington College. He received his Ph.D. in electrical engineering from the University of Mississippi.
Mehmet Toy is currently a distinguished member of the technical staff at Verizon Communications and involved in SDN, NFV and Cloud Artchitectures and Standards. He received his Ph.D. in electrical and computer engineering from Stevens Institute of Technology, Hoboken, NJ.
